You might need admin power. I've deleted the older revision of the file you linked to above. Ah, I didn't read the second code block. Sorry. I don't see anything obviously wrong with it.
I had a thought this might be triggered by some other ship, docking at some other station, but I see there's the usual "if ship is player" cond.

You get a message in comms if you try to buy ECM? Sounds very strange.

I don't think that PR touches ECM in ship equipment market in any way, nor comms.

q - Is this still valid? If my current language is not English, and there are no flavours in that language, English flavours will be used instead. Galaxy map view was removed because it was the last screen that used NewUI (see FAQ on the wiki), and we wanted to purge our code base of NewUI, and didn't want to have that as a blocking task preventing us from doing that, and we didn't have the energy / motivation to convert it to Imgui (aka Pigui...
