Another option would be to open an external window as the editor which hooked into pioneer. That could just literally be another window, or it could be a separate tool that connected too it somehow. The way I would implement it in the current system would simply be: when police scanns your ship: check if "hidden cargo hold" is installed, and how many units, and only fine if I have more illegal goods than hidden cargo compartments. Mining Machines, and Exploration droids (launch a swarm when entering an unexplored system) would be cool to have in cargo hold, so sounds good to me.
