Git submodules

Just a word on this since I'm busy and can't get on IRC reliably.

We've had so much trouble with Git submodules on the current work job that I'm on, that I'm officially banning them from Pioneer.

Discuss if you like but holy shit they've been nothing but a nightmare.

It's less that I think it's requried for fun, more that it's very incongruous there are so few. There's several things that I think should be there, and this applies to other star systems, like cities with no spaceport. So that cities != spaceport.
